usacExtElementPresent: "The pre-roll frames with index “0” shall be independently decodable, i.e., usacIndependencyFlag shall be set to “1”."

Possible solution/action

ISO IEC 23003-3:
Fix the encoder in order to avoid usacExtElementPresent value of 1 when inside AudioPreRoll, then reencode the content.
